Agence e-Santé

The Agence eSanté G.I.E. is the national agency responsible for setting up health data sharing and exchange services.

The data are made available to professionals in the sector through the national eHealth (eSanté) platform. Through the implementation of these services, included the DSP (Dossier de Soins Partagé), the Agence eSanté is responsible for facilitating communication between healthcare professionals to enable a better use of information and promote continuity and coordination of care. In addition, its mission is to define and implement a national strategy for the interoperability of health information systems.

Challenge

  • What challenge(s) do you address?  

The eSanté national service platform aims to facilitate exchanges between healthcare professionals to improve coordination services and the quality of healthcare by providing reference e-health tools in a high-security environment, and by establishing the use of international interoperability standards. It thus contributes to the optimal organisation and management of some health services offered by the various healthcare stakeholders, thus having a positive impact on health expenditure.

Through these various services, the platform constitutes a unifying power between patients, healthcare professionals and public authorities. With the provision of the platform's services, the Agence eSanté aims to change the habits and customs of healthcare stakeholders in Luxembourg for more coordination, efficiency and mutual understanding.

  • What situation do you solve for your clients?

We facilitate and make possible the interconnection of the various health information systems used by professionals and within healthcare institutions. In this way, we enable the sharing of health data while respecting a high level of security and data protection. In this way, we try to put an end to the disruptions in the flow of information that can exist when a patient's medical record involves several healthcare professionals.

The use of structured data is also facilitated by the implementation of national coding standards developed by the Agency, which also leads to the alignment of health information systems with international standards. All these tools and services are shared and accessible on the cloud, thus avoiding individual investments by the various healthcare stakeholders.

  • What is/are your Solution(s) to solve your clients’ situation?

The eSanté national service platform, and particularly the DSP (Dossier de Soins Partagé), allows the sharing of information from a patient's medical record between stakeholders in the healthcare sector. The eSanté services are accessible from the portal www.esante.lu, hosted by EBRC.

  • What is its innovative nature?

It facilitates the interconnection of health information systems used in the various healthcare professions, and makes a patient's medical data accessible to the patient and to the healthcare professionals involved in their care pathway, through the www.esante.lu portal.

It allows for an improvement in patient care, in particular by putting an end to the various interruptions in the flow of documents and information between healthcare professionals, which are too often the source of avoidable errors. Ultimately, this system will completely avoid the risk of double entries.

  • What are its advantages?

The sharing, in a highly secure environment, of interoperable reference e-Health tools, but also the promotion of the use of international interoperability standards. This contributes to the optimisation of the organisation and management of some health services offered by the concerned stakeholders, which has a positive impact on health expenditure.

The reduction of iatrogenic risks and avoidable errors that, in all modern healthcare systems, generate not only significant costs, but above all human consequences.

Our customers benefit from better exchange and sharing of health information, better access to a patient's health data while reducing paper mailings via postal services and therefore costs. Indeed, patients with permanent access to their medical records have the opportunity to play a more active role in their own care.
